It's not foolish, it's deliberate. And it's absolutely true to form where Islamic terrorists are concerned.
By directing terror at those sympathetic to your cause you force them away from the middle ground and make them take sides with or against you. The goal is to precipitate a fight to the death that your own followers cannot escape. Polarization, in other words. Terrorists are in the polarization business. When their terrorism triggers a violent response they see this as the reward for their hard work.
It's a nutty approach to conflict, but this is how they think.
