More subtle(and more effective) options exist. A terrorist campaign will likely not be effective in Iraq because there would be far less sympathy and support for such by the Iraqi people. Witness how we pulled the military out of a sector of Baghdad today to allow the local Iraqi's to go after and "sweep out" the "foreigners".(Syrian, Jordanian, Egyptian, etc.)

Also note how Bush has aready turned the screws on Syria by cutting off the oil from Iraq that they depend on reselling. There will be no move on Syria by the 4th ID, in fact 3 AC carriers have already been ordered home. The 4th is coming in for mopup, relief, and allowing temproary redeployment for more policing, securing, and logistical aid. Bush has an MO, and it involves patience and building a strong case, while concurrently giving the opponent the opportunities to clean up their act and make things right.
