She refers to her "guidelines" as a "measure". Sounds like she was trying to get her "guidelines" passed as law.
Just what were these guidelines. I suspect it was content and trying to legalize it that got her hate mail.

If you read the fine print, you'll find that there are penalties for violations only if committed by white folks. Any fairy, black, homeless person or illegal alien violating this ordinance "shall not be considered to have violated..." No worries.
