Urgent Pro-Life Legislative Alert
Ohio Right to Life is requesting immediate calls to your State Representative urging him or her to oppose state funding for affiliates of Planned Parenthood, the largest abortion provider in the country.
Currently, Planned Parenthood receives significant funding from the Ohio Department of Health in the form of "family planning" grants. The current "family planning set-aside" in the state budget directs that the funding be awarded to groups that meet the requirements of the federal Title X family planning program. As a result, all of the grants from this program go to groups that already receive federal Title X family planning funds. Planned Parenthood affiliates receive most of the Title X funds, and they receive the majority of the funds under the state family planning set-aside.
Although the family planning funds Planned Parenthood receives from the state are not supposed to be used to directly pay for abortions, they do "free up" funds that Planned Parenthood receives from other sources for abortion-related activities.
The IRS Form 990s that have been filed by Ohio Planned Parenthood affiliates (see www.guidestar.org) indicate that the great majority of the affiliates have available financial assets with which to continue to provide family planning services, even if they did not receive state funding. For several Planned Parenthood affiliates, these available financial assets amount to millions of dollars and exceed the total amount of the state family planning set-aside.
In contrast to Planned Parenthood's lack of need for state funding, there are many groups that provide women's health care services that are facing tight financial situations. For instance, many local departments of health that currently provide (or wish to provide) women's health services, such as breast and cervical cancer screenings, are facing very tight budget situations.
If the current "family planning" set-aside was changed to a general "women's health" set-aside that was not based on meeting federal Title X requirements, several groups that need the funds, such as local departments of health, could apply for grants.
The Ohio House of Representatives is preparing to act on House Bill 95, the state budget which includes funding for Planned Parenthood. The House Finance Committee is expected to vote on the bill as early as Monday, April 7, and the full House may vote on the bill on Wednesday, April 9.
ACTION REQUESTED
1) Please immediately call the office of your State Representative and urge him or her to oppose state funding for Planned Parenthood in the state budget. Tell him or her that it would be better to change the current "family planning" set-aside into a general "women's health" set-aside that would be available to many groups, such as local departments of health, that provide services to women, and that need and deserve the money more than Planned Parenthood.
2) If you have a pro-life e-mail list or phone chain, please pass this action request on to your list or chain.
