Well depends on the filth you speak of. No tsunami could reach hollywood over the santa monica mountains. But a nasty tsunami could whack the homes in Malibu. ( as long as it didn't reach Pepperdine University on the hill) Then you could wash some of the filth out to sea. Of course " heal the bay " would fine someone for poluting the bay with Malibu actor scum.
