Being that he is also an NCO he probably has a "Secret" security clearance....
Actually, that is unlikely if he's a combat engineer.
Hell, I was in an MOS that was expected to handle classified material on a regular basis, and all I held was "Confidential," and that only when my CO decided that I had a need to know.
