Scouts are specifically prohibited from soliciting donations. All Scout-sponsored fundraisers must offer a product or service (popcorn, car wash). The Scout Council does solicit funds directly (the annual "Friends of Scouting" drive, or you can go to www.give2bsa.org), but individual Scouts and units cannot do so.
