Sounds pretty open and shut to me, Poohbah. He says that he and everyone in the Pentagon do NOT foresee a return of the draft, even in the most dire circumstances - that is, under any situation whatsoever. Like it or not, his meaning is clear. And his meaning is that we will never require a draft, ever again, in his mind or in that of our Pentagon leadership. And as we all know, history has a knack about proving how bad assumptions can be.
