Why can the House pass things without a quorum? Doesn't there have to be more people there to do this,

They seem to be able to and I've never understood it without a quorum either. When Brady was passed by the Senate it was just before Thanksgiving break and 4 were there...Bob Dole, Mark Hatfied (R)Oregon, and 2 demoncrats that I can't recall right now. The 4 voted for it.
