The house version of S 990 is substantially different from the Senate version, The Pittman- Robertson portion($350 mil/year) that was in the Senate version and was Title 3 of CARA is gone and consequently the cost went down. A lot of pork was added, increasing the price but still much lower than the Senate version.
Two things added for the benefit of Louisiana: Nutria Eradication and help for the shrimpers and their problems with sea turtles; will help all shrimpers.
