I will at this point address the most conspicuous possible target of an attack on passeger trains the Accela train. There are so many places where this train could be attacked between Boston and New York City alone that it would require more police and military resources to simply secure the track than could possibly be deployed.
I will not go into the number of different means that could be employed to attack this train but it is totally vulnerable and in places it could also very much disrupt commuter service into at least NYC.

This summer, my nephew was taking a pre-college course in actuarial science at Temple University. His mother, my sister drove him to the train in Norristown, every morning. The last day of the class, a Middle-Eastern man was on the train platform taking pictures of each car of every train as it arrived. He made note of the time and the number of people getting on each car. My sister watched him for awhile and when he saw her looking at him, he returned to his car. She then got out of her car and went and copied his license number and told the man that she was reporting him to the FBI. He just laughed at her and continued taking his pictures. She did report him.

Lousy track maintenance. Cars with defective undercarriages, "disgrumbled" workers and former workers -- how will we know if it's terrorism?
There was an actual act of sabotage a few years ago. Anyone recall the details?
