No can legitimately do. "Having a connection" to Al Qaida is not the same as being a member and actively participating in terrorism. Those you can prove active participation, sure, arrest'em, try'em, and shoot'em. Deport those with suspicious connections, but for which the proof of direct activity is lacking.
