Bush: We'll Use 'All Tools' to Oust Saddam

President Bush vowed today to "use all the tools at our disposal" to topple Iraqi dictator Saddam Hussein.

Bush said at a White House news conference that "the world would be safer, more peaceful if there is a regime change" in Iraq.

Bush shrugged off reports of preparation for an attack. He said lower-level U.S. officials should not speculate.

"It is the stated policy of this government to have a regime change, and we use all the tools at our disposal to do so," he said.

The Associated Press seems to be assuming Bush will be re-elected. "He dismissed as hypothetical whether he would make the move in his first term," it reported.

Earlier, the State Department demanded that Iraq "come clean" on its weapons programs. It confirmed it was conferring with Middle East governments on the danger Iraq poses.

"It's a major concern," State Department spokesman Richard Boucher said.

According to AP, "Plans to attack Iraq to oust Saddam with the cooperation of other Arab governments are known to be under consideration within the administration. ...

"The militant rhetoric at the State Department followed last week's failure of the United Nations to persuade Iraq to permit the return of U.N. weapons inspectors after a 3 1/2-year lapse."
