This is an agreement by the two major parties that a judge serves as long as he wants, and is replaced by candidates chosen by the parties.
This is as far from democracy as you can get. The parties want the elections to be merely rubber stamp events. It reminds me of elections in the USSR, Cuba, Iraq, the PRC, North Korea and Zimbabwe.
This revelation makes we want to shout "THROW ALL THE BUMS OUT!"
