The success of failure of the policy will require awaiting Castro's death. It would be highly unfortunate if the lack of the embargo increased the chances that the tyrannical regime Castro created and sustained survived his death. It is disappointing that the embargo did not along with other factors topple him. But getting rid of the tyranny is job one. The possible interim economic hardship to the people, assuming the lack of an embargo would actually cause the standard of living or ordinary folks to increase, is secondary.
