The most practical way to tap any undersea cable is at the landing points. And if you can identify your target's ISP, making a router duplicate all traffic through it is quite easy. Sifting that traffic is non-trivial, but I expect the NSA is an early adopter of the chips that go into things like wire-speed firewalls.
