Who was Arafat's opponent, and who certified this result?

As an outsider not native to Palestine, how did he even qualify to be on the ballot?

Didn't I just read on one of yesterday's threads that Jimmuh Cahtuh certified the "election" of Yasser. Course I doubt if Jimmuh certified the process of "weeding out" certain of the candidates prior to the "election".
