For some of those on the list, I suspect there is a motive of political cover. They will vote this way, and when it does come up again, they will vote the other way, even if the bill is worse for the nation.
That way they can say they voted against it.

I know you are right, they have gotten real predictable. Some are just throwing us a temporary bone...
Grr. And the sad thing is, it works. A lot of people just don’t have the time, wherewithal, or desire to keep track of those things.
I just sent Congressman Bill Posey an email telling him I’m disappointed he’s not on the list of 19.

This was just a vote on whether to allow the 702 reauthorization bill, along with certain proposed amendments, to the floor. The listed republicans, voting with the democratic caucus, stopped the progress of the bill temporarily.
But they also prevented a recorded vote on requiring warrants (one of the amendments), which is what Massie wanted to have happen.
Apparently, stopping the bill from coming to the floor in this case allows the Speaker to bring it back, without any amendments, so members of the house can avoid going on record against requiring warrants (and any of the other proposed amendments).
(The existing version of the bill apparently has a provision requiring permission from Congress to spy on a member of Congress, but no warrants for ordinary people.)
