Unfortunately, they don’t have to prove anything. All they need do is pass the bill then have a woke judge deny the oil companies’ eventual appeal.
As others have noted, maybe the oil companies should just pull out of Vermont if this bill is passed. And that’s because blackmailers never stop with just one demand.
