The 16th launch for the Delta IV Heavy rocket is the final launch?

How do you build a new heavy-lift rocket and only launch it 16 times?

Not an expert, but I'm betting NONE of the Delta IV is reusable.

IOW, 16 different rockets of the design "Delta IV" have flown, not the same rocket 16 times.

Right, it’s not reusable. This is not the 16th launch of one rocket, but the 16th launch of this model.

But I’m curious how they developed a new model and only launched that model 16 times.

Watch your tax dollars be launched into space! Why? It’s a big secret, at least from the people that are paying.

Because SpaceX has changed the economics and made it uncompetitive?

Not an expert, but I'm betting NONE of the Delta IV is reusable.

That's why the Delta IV is a failure. Lots of negative reporting on SpaceX when their first few flights of Starship and its booster ended up in the ships being lost, calling the flights failures.

According to that type of reporting, then most other rockets flown were failures, because they were all expendable, not reusable, and were lost. SpaceX changed the game, but reporters don't realize it.

I suspected that might be the main reason. Thanks.
