Somebody has to pay for the salvage operations and a new bridge while the owners and operators of the vessel duke it out in court.

Usually by the ship owners. But that will have to wait until all the insurance lawsuits are settled. Some time 2-5 years later. Add another 2 years to remove the wreckage, and another 2-3 years to design and build a new bridge.

Best guess minimum would be 6 years or 2030 until harbor is open for business and the bridge for traffic.
