A report said workers were on the bridge, and the video shows numerous vehicles with flashing lights to the right of the ship.

It is bad enough to work on a road at night. I can’t imagine the disorientation when the road starts to give way. And one second later the panic realizing that whatever happened is really bad. And two seconds later in the water with steel girders landing on top of you.

No terror involved. A ship lost power and control and smashed a support structure, so the bridge did NOT collapse, it was rammed. Such accidents caused by ships are very rare. Cars were stopped when the ship control problem was identified. Unfortunately, there were men working high up on the bridge structure who could not get down in time, and they were the 8 who fell into the water.
