How does a lower court overrule the SC

It was a temporary order pending Appeals Court ruling, as I understand it. Everyone assumed it was final and hyped it that way, but it was not final.
But lower courts often overrule SCOTUS when the plaintiff takes the case to another court and the defendant does not have the money to pursue. So the plaintiff wins, even though SCOTUS ruled against them.
I can cite at least one case where that happened. Its really in the weeds, but it does happen. There is never any publicity about it because the media has moved on.
Basically judiciary is out of control
