Proper and clean have no legal meaning. Always pay very close attention to the words bureaucrats use when they need to lie with no consequences.

Certainly Barr or anyone can say the elections were all proper and clean when any evidence presented was ignored or denied.

Was this during the time of Bill Barr at the DOJ? I think he said that the 2020 elections were all proper and clean? Barr did absolutely squat in investigating election fraud claims. He should be stood against a wall and shot over what he willfully allowed to happen to this country.
