One suspicion may be that the CIA expects these intel-centers to soon be overrun, and this is to spin that all this occurred post 2014 - which we also know is total Bull-pucky.
The CIA, through National Endowment for Democracy and USAID funneled $5 billion to train opposition groups, organizers, rioters and also Azov paramilitaries, prior to 2014 for the purpose of color-revolution.
I read that Germany, Spain, Poland and one other European country are not sending troops to Ukraine.
Also read that Ukraine forces are withdrawing.
Then the Ukraine intelligence agreed with Russia that the guy they were holding died from a blood clot. Why would they do that? To maintain some credibility after Zelenskyy is gone.
I suspect that war is ending Ukraine, and it looks like Russian won. Hence, why we saw that news yesterday.
