The issue here is that federal law establishes a process for restoring rights removed due to a federal conviction, but Congress had refused to allocate money to process the applications.
And SCOTUS has ruled that while denials can be appealed to the courts, if ATF hasn’t actually denied, there is no grounds for appeal.

FFLs in WY need to be extra-careful. With how the ATF is going about closing them down for clerical errors, or other minor boo-boos, theu should rethink this policy until further notice.

Dangerous behavior. That certificate is 50/50 likely to be confiscated and then disappear as if it had never existed.

I remember reading of a man years ago, whose house was raided by local police. He had a legal licensed and taxed mint condition Thompson Sub-machine gun in his collection.
After several years of legal work, he got his rifle back. It was so rusted up it no longer was useful. It looked as if the police had sprayed it down every day with salt water.
Reminds me of how the British in South Africa, in the mid 1800s confiscated all the legal owned muskets of the natives. After finally getting them returned, all were so damaged as to be unusable.
That’s what they do..................
