Dolton, Illinois, borders directly on the south city limits of Chicago, which goes to explain a lot. Like Chicago, Dolton is pretty much run like a fiefdom, of, for and by the ruling elite, machine politics up and down the line.
Not a fun place to visit, even in the daytime.
