BEFORE this report came out, Biden stammered and had multiple gaffes in a single speech.

AFTER the report comes out, Biden didn't stammer and had only 2 or 3 gaffes..

Was the stammering all a ruse to bolster Hur's conclusions about him being exempted from prosecution?
