I only visit Los Angeles about once a year (to visit family). I smell pot just about EVERYWHERE. I especially pick up the 'fragrance' as we're passing other cars on the freeways. *Many* people driving around LA (and lots of other US cities) are driving under the influence of marijuana. Day and night.
The states legalized and regulate indoor pot growing, and permit the growers to crossbreed and engineer strains very high in THC and very low in CBD and CBN cannabinoids without doing any research on how these imbalances effect the human brain. This is not your “peace pipe” outdoor wild grown weed of the previous generations.
