Read the article. The Daily Sabah is an Erdogan mouthpiece so no reason to suspect any particular propaganda on this matter.

Factual error in the article — first Putin overseas trip since Feb 2022. Incorrect. There have been others, specifically the big multi national economics conference in Kazahkstan. Neither a route to Turkey nor Kazahkstan need be over a sea. Don’t know why that error would be made. Putin’s past travel itinerary is easy to find.

Nothing really new here. Turkey was a big proponent of the grain transport arrangements made because it looked so good for Erdogan’s election campaign and he wielded power.

But this looks like a brief visit mostly about perhaps another grain corridor. It will need to be a quick visit. Putin is in the middle of an election campaign, with voting in March. Nothing significant can be expected until after the election.
