Mostly because Noem has a track record - ran the family farm when her dad was killed in a “farm equipment accident” - and her stated views haven’t changed with the political winds.
Her heritage is Norwegian. Perhaps she has some Sami DNA.

That whole story was a virtue-signaling farce. I have yet to see any evidence that there's a single "transgender" person competing in any South Dakota scholastic sports.
The SD legislature passed that stupid bill just for headlines and political capital.
Plus, it was others who forced her to keep SD open, I have read in several places.
Oh, sure. I know exactly where you read it. It was on any number of FR threads or media reports on the 2024 GOP presidential primary season. The conversation went something like this:
DeSANTIS FLACK: "Ron DeSantis was the only governor who fought for freedom and kept his state open during COVID."
OBJECTIVE OBSERVER: "You're full of crap. One -- I can cite the dates and document numbers of the executive orders Governor DeSantis issued in the spring of 2020 where he imposed business lockdowns and travel restrictions that would have made the Nazis proud. And two -- South Dakota Governor Kristi Noem was the only governor in the U.S. who didn't issue a single lockdown order during COVID."
DeSANTIS FLACK: "That's not correct. DeSantis only issued those lockdown orders because Trump told him to. And Kristi Noem only kept South Dakota open because others forced her to."
OBJECTIVE OBSERVER: "I see. So Ron DeSantis isn't responsible for the poor decisions he made because someone else made them for him ... and Kristi Noem doesn't get credit for the decisions she made because someone else made them for her. Do you have any idea how big a loser this makes you and your pathetic candidate look? And by the way ... it's not my fault that Kristi Noem looks great in her cowboy boots, and your dopey candidate looks like an insufferable loser in his."
