Which President is most responsible for this? That's easy. Since the end of World War II, all of them, in equal measure. That's what the Military-Industrial Complex is all about, Charlie Brown. It has nothing whatsoever to do with the defense or the protection of the American people themselves. Never has been.
I can only hope that Rand Paul's question was a rhetorical one. Otherwise, he really is as big a fool as I suspect he is.

We became the sugar daddy of the world when creeps like Joe Biden and his family, and the Clinton's ect. etc. etc. discovered 'grateful' countries would buy their 'speeches' for $10,000 a minutes... and buy their books - thousands of copies at a time. Oh we’ve been Sugar Daddy to the world since around 1942 or so, definitely since 1945. Seems like a fairly dumb rhetorical question to ask. After all we rebuilt England, France, Germany, Western Europe, Japan, Southeast Asia and more than a few more countries. And one could argue that we pulled all of the Warsaw Pact, the former USSR components and even China back into financial viability.
