And how would that work exactly? The federal court system, of which the U.S. Court of Appeals for the D.C. Circuit is a part, is a creature of Congress, per Article III, Section 1 of the U.S. Constitution.
"The judicial Power of the United States, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish."
As for the D.C. Circuit, it is established pursuant to 28 U.S.C. sec. 41.
So, yeah, the D.C. Circuit could be done away with, but Congress would have to do it. Trump himself could not Harry Potter it away as if by magic.
