Indeed, Russia pulled out but Japan, China and the UK are in it big time.
Japan, China the UK, etc., have been big holders of US debt for a very long time. The question is whether their holdings are up or down.
The City (financial center of London) manages assets for hordes of rich people and entities all over. Some of the asset allocation is going to be T-bills, etc
The biggest holders of US debt are US institutions.
