I believe your Item (1) is incorrect. All of the U.S. Attorneys DID submit their resignations in early 2017. This is a routine practice for political appointees. It may not have been on Day One, but delayed until Jeff Sessions was confirmed as AG.

Rod Rosenstein’s resignation was not accepted as U.S. Attorney for the Eastern District of Maryland. That’s because he was being nominated as Deputy AG and they needed to keep him employed during a potentially drawn-out confirmation process.
