It's the perfect terrorist modus - don't need to smuggle in explosives or anything. All it takes at most is minor hand tools. Unlike suicide vests, one actor can do multiple attacks.
The other thing is is to cause incidents that can be written off as something other than terrorism.
It gives them a very free hand in doing what they want and making it look like an *accident*.
