Very possibly. The worse problem is that there are a lot of psychs who use MKULTRA techniques on their own to ensure a lot of crazed killers infest society. They then claim that the government needs to provide more funds for “professional help”. People blithely accept this without realizing that it is the “professional help” that is purposefully creating these monsters.
like the welfare state...which is not a war on poverty, but a war on productivity which creates more poverty, thus generating more funds to....make war on poverty.
