A report from the Guardian notes that police indicated that the Prague mass shooter “legally owned multiple firearms.”
This means he complied with the Czech Republic’s myriad gun controls, including the acquisition of a gun license, which requires passage of a mental and criminal history background check and a demonstration of good cause for owning a gun.
Other gun controls pertinent to legal gun ownership in the Czech Republic include passing a gun safety test, storing the gun according to regulations, and registering the weapon with the “regulating authority,” according to the University of Sydney’s Gun Policy Center.

Maybe they didn’t do a background Czech?
It is too early to know the details.
Both could be true. Owning a semi-automatic rifle takes a higher level of permit than owning non-semi-automatic in the Czech Republic.

Just think how much worse it might have been if he ignored all those pesky requirements. Or had used a semi truck in a crowd.

As a European Union member state, the Czech Republic adheres to the European Firearms Directive. To legally possess a firearm in the Czech Republic, a person must first obtain a firearms license, which requires a medical examination, a weapon proficiency exam, and a clean criminal record. Gun attacks in the country are rare. According to official police statistics, there were 313,000 gun license holders in the Czech Republic, who collectively owned about one million registered firearms in 2022.”
The alleged prep seems to have a Czech name.

I guess they haven’t figured out which psych drug he was on.
perp
The timing seems odd.
I would think most of the exams would have been taken and most of the students would have been at home for the holidays.
The alleged perp has been alleged to have been an “excellent” student.
Young Turkish or Serbian Muslim.
There is a factor that many forget to consider, and that is that some people aren’t criminals but suddenly decide to commit crime, so it’s unexpected and impossible to predict.
Well they didn’t fine any pressure cookers.
Only way to stop crazy is keep them on the happy farm.
