I suspect a largish number of the "missing" children never existed anywhere but on paper.
The schools get federal money for every child in a classroom seat. I wonder how many were actually ever there?
From what I understand, there are quite a large number of undocumented Filipinos that are unaccounted for.

I am convinced that local gov is not going to ever tell how many children were in fact incinerated.
The fraud thing? Possibly some, but not the early number reported missing from school rolls in the district.
