The police still have qualified immunity just like all government employees do. If they are sued in court and lose then the city will pay an judgment due. Otherwise there would be no government employees at all. The danger for them is criminal liability. Someone OD’s on opioids and they arrest them. The person dies of drug abuse then the prosecutor is going to criminally charge the police officer. Then they end up losing their career, pension and go to prison.

There is pressure to end that. It’s gone in Colorado, for example.
(There is a limitation. Evidently the max you can sue a cop for there is $25,000.)
