If it’s law and Biden stated certain monies must be spent on the wall as law dictates, why is the rest of the law ignored?

Well-it has not been vague up to the point where Slow Joe took office. It seems to have served pretty well for a couple centuries.
MJT covered it pretty well but to tell the truth, I think US politicians have made immigration into such a political football that it has muddied the waters...deliberately.
