I have a church friend who works for the NH dept of Labor. He told me a story about going to a massage parlor in Concord, NH. Concord is NH state capital. A small city of about 40m people.
He said they parlor was full of young Chinese girls. It was run by an older Chinese woman. They interviewed each girl seperately with an interpetor to see if they needed help/rescue. None asked for help.
They knew that the girls were living on the premises which is a code violation. They finally found a trap door in the floor of one of the back rooms. It led to a basement where there were ten matresses on the floor and a bucket in the corner(for a bathroom).
All they could do was fine the operation for each girl illegally living in the building. The “lady” went into the back room and paid the multi thousand dollar fine in cash. She asked for a receipt. That was it. Have a nice day.

About twenty years ago I had an office in an upscale business park not far from the Pentagon composed of three-story townhouses. At one end of the development was a sign for a law firm with two young women Korean attorneys. I would see them going into the office from time to time and they were always well dressed, with one habitually wearing white and the other black. Likewise, the one dressed in white drove a huge white BMW SUV while the one dressed in black drove the exact same model in black. One day, there was a fire alarm and, just like in high school, everyone filed out into the parking lot to wait for the fire trucks. The offices below mine were occupied by an engineering firm and I passed the time talking with some of the young guys who worked there. Their attention was fixed on the Korean law office, and I soon learned why. Apparently, it was well known to all but me that the law office was a front for a brothel which had been there for years.
