It would have to be a gated community for the wealthy. So they will import the immigrants to work there? They wouldn't want the natives to work, especially with the laws in California as it is right now.
The illegals will have to live in shantytowns outside of Utopianapolis and be bused in to work then bused back to their tents and hovels.
