Perhaps some Democrats are genuinely shocked at the atrocities and could not vote against this in good conscience. There are also reports of public antisemitism occurring at major universities. Also, major Jewish donors to the Democrat Party might be telling Democrats that they are becoming frightened by the support a sizeable number of Americans are vocalizing for Hamas. Also, I haven’t heard if the Democrats were telling their members to vote no on this.

I wouldn't get too excited. Looking at the voting from a religious angle you'll find five out of the twelve Dems who voted in favor of this are Jews, so it's not much of a surprise. (The remaining seven Dems are a hodgepodge of Catholics and various Protestant denominational members).
