The only industry that makes any money in NM is oil and gas, centered in 3-4 counties by Texas.

NM is also a large state with a whole lot of nothing between the populated areas. The grid is also terrible.

Tax credits and all EV’s for the state government fleet are not the worst of it:

Model Year 2027 vehicles sold in 2026 must be 43% zero-emissions, a percentage that progressively increases until 2031 when 82% of Model Year 2032 cars sold in the state must be zero-emissions.

Out of state dealers will clean up until buyers find they are prohibited from registering them in NM.

I can’t think of a worse state for EV’s. Dirt poor population, vast distances to cover, many single points of failure on power distribution outside of ABQ and Santa Fe.

This couldn’t happen to a better set of sheep. NM re-elected that scolding Oompa Loompa by a 60/40 ratio.
