I am all for safe passage for folks in Gaza to go to Egypt, until the place is emptied. The people there this week confirmed they cannot leave in peace with their neighbor Israel and they will forever remain a thret to Israel.
I’d say that this is still a little too close to Israel. Libya or Tunisia? OK.
My feeling is Egypt doesn’t want them either.
Their entire economy is based on tourism and adding more terrorists to their pie is not going to go well.
The Arab states have a lot of land but most of it is desert. Iraq has 11.5% arable land, Egypt 2.9%, Jordan 2.3%, Libya 1%, etc. Plus some of them are already pretty crowded—Egypt has more than 100 million inhabitants. Where the Palestinian refugees settled in large numbers it has caused major problems for the host countries (Jordan and Lebanon). Jordan gives them citizenship but I think elsewhere they remain foreigners.
This will be another excellent success of immigrants.

Several years ago Israel tried to hand Gaza off to the Egyptians. Egypt said HELL no.

I wouldn’t frame it as arrogance; they fully expect Israeli response.
They won’t ever move their civilians in anticipation of a response.The civilians are merely fodder for the public relations campaign. Or hostages to preclude an attack - that’s historical and current record.
