Hamas considers civilians a legitimate target. Perhaps Israel should adopt this same policy. Each time a rocket is launched at Israel civilian areas I would suggest two 155 artillery shells be launched into a civilian area of Gaza. The death toll would be large.

That's about as absurd as those who imply every single foreign flare-up is somehow the result of the CIA or American interference.
Russia has diplomatic relations with both the Israelis and the Palestinians; since Hamas is the de facto governing authority of Gaza and has a majority in the parliament of the Palestinian National Authority, diplomacy with Hamas is kind of unavoidable.
