Looks like Russia signed and ratified it, And looks like uS signed it but never ratified it. Hmmmmm
It was only a few years ago when President Trump pulled us out of the IMF treaty and started a nuclear build-up, and only more than a year ago when he suggested sending nuclear subs to get Putin to knock off the nuke threats.
