Who is that person? Scalise? I am thinking not due to his health challenges.

Scalise has Multiple Myeloma.

A note from Cleveland Clinic:

Multiple myeloma is a rare blood cancer that affects your plasma cells. While healthcare providers can’t cure multiple myeloma, they can treat related conditions and symptoms and slow its progress. Some people live for years with multiple myeloma. Other people have multiple myeloma that’s in remission. Either way, it’s not easy living with cancer that doesn’t go away or may come back. Living with cancer means living with treatment and tests that’ll always be part of your life. Your healthcare provider understands the challenges that come with living with multiple myeloma. Ask them for help as you learn to live with multiple myeloma.

After Scalise, Emmer is Majority Whip, Stefanik is Conference Chair, Palmer is Policy Committee Chair.

The most likely succession established by McCarthy would be in that order. So if Scalise has been removed because of his cancer, Emmer is the most likely Speaker pro tempore.
