Because with their lifestyle they can’t afford to retire and in California get protection from taxes. Some are glory hounds and are narcistic. Others use their position for personal gain. Clint Eastwood got elected mayor of Carmel so he could change the zoning laws to allow a second floor on his restaurant at the time, Hogsbreath Inn, because of zoning laws. But his intent changed and he actually did a lot of good for the city unlike Feinstein and the state. He did, however, get his second floor.
